Wisconsin Certified Municipal Clerk (WCMC)

The Wisconsin Certified Municipal Clerk (WCMC) designation recognizes municipal clerks who have demonstrated a commitment to professional development, continuing education, ethical service, and the municipal clerk profession.

To qualify for WCMC certification, applicants must earn a minimum of 100 certification points through a combination of education, career experience, and lifelong learning activities.

Category One: Education

Applicants must complete one of the following education pathways:

  • Satisfactory completion of the 100-hour, three-year WMCA-recognized UW-Green Bay Clerks Institute.
  • A master's or bachelor's degree, or completion of another IIMC-recognized Clerks Institute, in addition to the first year of the UW-Green Bay Clerks Institute.
  • An Associate of Arts degree in Public Administration or a related field, along with Years One and Two of the UW-Green Bay Clerks Institute.
  • Satisfactory completion of the 100-hour, three-year WMCA-recognized UW-Green Bay Municipal Treasurers Institute and Clerks Completion.

Category Two: Career & Lifelong Learning

Applicants must earn additional certification points through a combination of professional experience and continuing education.

Qualifying activities may include conferences, district meetings, educational sessions, professional development opportunities, and other learning experiences that support the municipal clerk profession.

Additional Certification Requirements

In addition to meeting the education and certification point requirements, applicants must:

  • Be a Municipal Clerk, Deputy Clerk, or perform the duties of a municipal clerk.
  • Be an active member of WMCA for at least three consecutive full years.
  • Reaffirm their commitment to and practice of the WMCA Code of Ethics.
  • If the applicant does not hold the title of Clerk but performs clerk-related duties, provide a letter from their Municipal Clerk verifying the duties that qualify toward WCMC certification.
  • Submit all required documentation and the applicable certification fee to the WMCA Certification Committee by the established application deadline.
