Legislation Authorizing Wine Walks

Tom Ourada of the Department of Revenue wants you to be aware of 2015 Wisconsin Act 62 (signed into law this week) legislation authorizing municipalities to issue temporary "Class B" and temporary Class "B" licenses to Chambers of Commerce and similar civic or trade organizations for the purpose of holding one-day events, for example wine walks or beer walks.

Up to 20 licenses may be issued to the same organization (the chamber sponsoring the event) if all of the following apply: each license is issued for the same date and times and the licensee is the sponsor of the event held at those multiple locations on that date and times; an admission fee is charged for participation in the event, and no separate fee is charged for the service of wine or beer at the event; within the preceding 12-month period the municipality has issued licenses to the event sponsor for fewer than 2 events. The Act took effect on 0ctober 23, 2015. Within the next 30 days, the department will be updating Publication 302 and Informational pamphlet AT-109 to remove the prior guidance concerning wine walks and issue guidance reflecting the new law.
